These are groups engaged in all forms of illegal activities. They are well organized and structured having an organizational head and people who play various roles. In some cases, they have some legal business investment that act as a front for their other illegal acts. In most cases, they also have strong links in the immediate society and have influence reaching far and wide deep into various government offices.

This has been found to be a close ally of corruption as groups with something at stake would bribe officials to see that their interest is protected whether in court cases or policy formulation issues. They are also not above threatening the lives of officials who stand in their way. They could also set up uncompromising officials. For them, there's no limit to how far they would go
