Most of this literature sees these principles as involving a novel conception of the state society. public management reform model requires a move away from traditional hierarchies towards a smaller central core which rest on a flatter more decentralized structure. This makes for a clearer separation of policy and management. Institutional change can only be brought about by a political process I.e by the complex interplay of various (politicians, trade unions ,economic pressure groups) that are motivated bye comic interest.
